Google's own rule, stated plainly: a tester counts toward your 12 only when they tap your app's Play opt-in link themselves. Nobody here fakes, proxies, or describes that tap away — testers confirm after Google accepts them, and confirmations are counted live.
At 12 confirmed opt-ins your list is FULL. If a confirmed tester drops during your 14-day closed-test run, top-up waves run free until the run ends — full stays full is part of what the $24.99 bought.
